What is the Oliver McGowan Mandatory Training?

The Oliver McGowan Mandatory Training (OMMT) on Learning Disability and Autism is named after Oliver McGowan, whose death shone a light on the need for health and social care staff to have better training. The Health and Care Act 2022 introduced a statutory requirement that CQC-registered providers must ensure their staff receive learning disability and autism training appropriate to their role. The OMMT is the standardised training that was developed for this purpose and is the preferred and recommended training for health and social care staff. The training is aimed at:

Health and social care workforce
Family, parent, sibling carers and personal assistants of people with a learning disability and autistic people
Any person who requires a general awareness of people with a learning disability and autistic people

How is the training delivered?

Oliver’s training is delivered in 2 Tiers. Staff need to complete either Tier 1 or Tier 2. Both tiers consist of 2 parts:

Part 1: The first part is the e-Learning. Everyone will need the e-Learning regardless of where they work and the Tier of training they require. It is free to access. You can access it here. We also provide a video guide on how to access the e-learning. Please note that you must complete the e-Learning before attending Part 2.

Part 2: The second part is the live (interactive) session. The Tiers 1 and 2 have different delivery models for this session, depending on job role and context of work. Read the infographic to determine which tier you need.

Which tier do you need?

Tier 1 is for those who require a general awareness of people with a learning disability and autistic people, and the support they may need. Tier 1 may be adequate for staff if people currently using the service are known and are not autistic or have a learning disability.

Tier 2 is for health and social care staff with responsibility for providing care and support for an autistic person or a person with a learning disability. This is anyone who provides, or who may be required to provide, a service to a person with a learning disability or an autistic person, regardless of how often that may occur. Tier 2 may be needed for all social care staff where a person with a learning disability or an autistic person may start to use the services at any time. This is regardless of how often that may happen or type of service.

Tier 1 Delivery Method

The Tier 1 is delivered virtually via Microsoft Teams, over 1 hour. The course accommodates a maximum of 30 candidates. This session provides an opportunity for delegates to ask questions, listen and talk to someone with a learning disability and someone with autism, who will share their own experiences. Attendance to this session requires full interaction from individuals to ensure they develop new knowledge and strategies, that they can implement back in the workplace and so they can question current practice within their service. The Tier 1 is co-delivered by 3 trainers:

The Tier 1 Oliver McGowan Mandatory Training is delivered by a team of three trainers, including experts with lived experience of learning disability and autism. Upon completion, learners will be able to:

Understand that everyone is different and has different needs
Give an example of how you can support a person with a learning disability or an autistic person differently
Give an overview of what ‘reasonable adjustments’ means
Identify any changes in practice needed to enable excellent care and services for people with a learning disability and autism
