What is the Oliver McGowan Mandatory Training?

The Oliver McGowan Mandatory Training (OMMT) on Learning Disability and Autism is named after Oliver McGowan, whose death shone a light on the need for health and social care staff to have better training. The Health and Care Act 2022 introduced a statutory requirement that CQC-registered providers must ensure their staff receive learning disability and autism training appropriate to their role. The OMMT is the standardised training that was developed for this purpose and is the preferred and recommended training for health and social care staff. The training is aimed at:

Health workforce
Social care workforce
Family, parent, sibling carers and personal assistants of people with a learning disability and autistic people
Any person who requires a general awareness of people with a learning disability and autistic people

How is the training delivered?

Oliver’s training is delivered in 2 Tiers. Staff need to complete either Tier 1 or Tier 2. Both tiers consist of 2 parts:

Part 1: The first part is the e-Learning. Everyone will need the e-Learning regardless of where they work and the Tier of training they require. It is free to access. You can access it here. We also provide a video guide on how to access the e-learning. Please note that you must complete the e-Learning before attending Part 2.

Part 2: The second part is the live (interactive) session. The Tiers 1 and 2 have different delivery models for this session, depending on job role and context of work. Read the infographic to determine which tier you need.

Which tier do you need?

Tier 1 is for those who require a general awareness of people with a learning disability and autistic people, and the support they may need. Tier 1 may be adequate for staff if people currently using the service are known and are not autistic or have a learning disability.

Tier 2 is for health and social care staff with responsibility for providing care and support for an autistic person or a person with a learning disability. This is anyone who provides, or who may be required to provide, a service to a person with a learning disability or an autistic person, regardless of how often that may occur. Tier 2 may be needed for all social care staff where a person with a learning disability or an autistic person may start to use the services at any time. This is regardless of how often that may happen or type of service.

Tier 2 Delivery Method

The Tier 2 is delivered in person, over a full day. It consists of a half-day session on learning disability and a half day session on autism. The course is normally delivered from 09:30 to 16:30, but we can accommodate earlier or later starts, as long as we have 7 hours to deliver the training. The course accommodates a maximum of 30 candidates.

The Tier 2 Oliver McGowan Mandatory Training is delivered in person by a team of three trainers, including experts with lived experience of learning disability and autism. This unique training model ensures every session is authentic, impactful and meets the highest standards, but it also means that the cost of delivery is higher than for many other courses. This tier 2 course is mapped to the learning outcomes set out in “Right to be Heard” (DHSC, 2019) and Core Capabilities Frameworks for Supporting People with a Learning Disability and Core Capabilities Framework for Supporting People Autistic People.

Learning Disability Session:

Acknowledge and understand our unconscious biases to avoid diagnostic overshadowing
Learning from the Lives and Deaths review, including co-occurring conditions
STOMP – Stop the overmedication of people with a learning disability campaign
Understand what reasonable adjustments are and how to make them
Consider the Human Rights Act, Mental Capacity Act and other relevant legislation
Understand when DNACPR decisions are valid and appropriate
Improving communication
The importance of the role of hospital passports and annual health checks
Self-reflection – What can you do differently

Why autism is described as an invisible condition
Reflecting on own values and beliefs
Recognising potential triggers for anxiety

Upon completion, learners will be able to:

Explain the protections provided by the legal framework and guidance on best practice for learning disability and autism
